Prior to founding Trinity Cyber LLC, Steve Ryan was the Deputy Director of the
National Security Agency’s Threat Operation Center. In this capacity, Steve was
responsible for an entire 24x7 organization dedicated to discovering,
characterizing, reporting about and countering the cyber threat.
Steve retired from NSA with 32 years of technical leadership, eleven of which were
in the NSA Threat Operations Center. He led the NSA team in 2005 to design the
Center by integrating the missions of Signals Intelligence and Information
Assurance in to a single operation charged with identifying and characterizing the
cyber threat. He established the mission to directly counter the cyber threat to the
entire Department of Defense by inventing the technology and processes that
enable that mission.
Prior to becoming NTOC’s fourth Deputy Director, Steve led a Special Projects
team responsible for developing and implementing cyber threat countermeasures.
He was the primary architect behind the Deputy Secretary of Defense’s 2010 pilot
to share his techniques in order to protect the Defense Industrial Base.
Steve was the primary author of the 2008 DHS/DOD implementation plan to
protect federal executive branch networks. DHS used this plan as a blueprint for
what is now known as Einstein 3 and ECS. He has designed secure communications
systems, custom / special-purpose integrated circuits and printer circuit boards
and has even designed the systems that enable these designs.
Steve is a recipient of the President’s Meritorious Rank Award, the Exceptional
Civil Service Medal, the Director’s Distinguished Service Medal and a first place
winner of the DOD CIO award for his response to the Heartbleed vulnerability in
